Found this flashing in my car after getting it serviced. what is it?

I just noticed this thing in my car this morning and it’s freaking me out a bit. It’s flashing red and green, and I’m 99% sure it wasn't there before I took my car in for service a few days ago. I have no idea if it just fell out from under the dash or if the mechanics left it there on purpose. Should I unplug it or just leave it alone? I opened my hood today to refill the windshield washer fluid and saw something I still can't believe. What appears to be a big pile of tortilla chips was sitting there. I was so confused. $2300 for Brakes?! Am I Getting Ripped Off Here? 😬

Just got a quote to replace my brakes, and the number hit me like a ton of bricks: $2300! My gut feeling is that this sounds incredibly steep, so I'm already heading out for a second opinion. 😑😡 The shop claimed all my calipers need replacing because the pins and pistons are rusted.
