According to Numbers 19, the temple cannot be purified and rebuilt without the ashes of a flawless "Red Heifer" (a completely red cow with no blemish that has never worn a yoke). These animals are astronomically rare. But recently, there are reports of flawless red heifers being bred and prepared.
