Signs are permitted, but organizers note they should be secondary, with the focus remaining on a quiet, respectful memorial. Steve Sanders was a longtime Appalachian attorney and the first Director of the Appalachian Citizens Law Center, known for his work advocating for coal miners and disabled miners across Eastern Kentucky.
