They aren't talking about NICS—the National Instant Criminal Background Check System. NICS is run by the FBI. The FBI is shut down. I have 15 firearm sales pending in my shop. The customers have paid, but the FBI's system can't give me a "Proceed" or "Deny." By law, if I don't hear back in three days, I can legally release the firearm at my discretion. Guess what? I'm not doing it. If I release a gun to the wrong person, my license is gone. If I don't release it, my customers—all law-abiding—are threatening to sue me for violating their 2A rights.
