The bill-payer ought to decide. If government decides, it's on them. If the hospital decides (as we were told was the case here), they have ZERO right to bill the family. EVER. In my opinion, the FAMILY ought to decide; the husband, if there is one; in the absence ce of a 'designated partner' like that, then, the next of kin (parent, sibling etc). [ Ideally, each woman should have a clear 'medical directive' on file, AND a designated person with their 'medical power of attorney' on file. But we know, many do not.]
