Ultimately the student is responsible, he chose not to participate. These parents also are responsible because they are not following thru to see if their child is doing what he/she is supposed to do. They have abdicated their responsibilities. The consequences are on the student and the parents, not the teacher.

so let's find a way to blame politicians of course it's not the child's or parents fault. Right??? Hold the line you won't be doing the kid any favors by giving in. You will be doing them a favor by holding them responsible for their actions. Keep to your guns.🙏
