Is It Time to Leave When Growth Hits a Wall? 🤔

I've just been passed over for a promotion for the third time, and each time, the role went to someone with the same or even less experience than me. My feedback has always been positive, and my coworkers genuinely appreciate my work. So, what gives? Today, my manager told me, "It's not the manager's responsibility for your development." That hit me hard. I thought leaders were supposed to help their teams grow. Now, I'm questioning if I should just move on. I'm honestly feeling stuck and frustrated.
